Frequently asked questions
The answers are based on Law 4002/2011 and the HGC’s decisions and directives, with sources on our Sources page.
Is online betting legal in Greece?
Yes, but only with operators holding an HGC online betting licence. Today the register shows 16 active Type 1 licences. The law provides two online licence types: Type 1, betting, and Type 2, other online games; valid for 7 years (Article 45, Law 4002/2011).
What is the minimum age?
21: 21 (Article 48(5) of Law 4002/2011 for online games; Article 33(1) for gaming venues).
How do I know a website is licensed?
The HGC draws up and publishes a list of licensed operators (white list); publication is sufficient proof that a licence exists (Article 48(6), Law 4002/2011). Type the address into the checker: we match it exactly against the websites in the register.
What is the HGC blacklist?
The HGC issues the list of unlicensed operators (blacklist); internet providers block access to the sites on it (Article 48(7)–(8), Law 4002/2011). It covers websites that run or organise unlicensed gambling in Greece; being reachable from a Greek IP address is enough.
How do I self-exclude?
Self-exclusion is requested from each licensed operator separately, on its website, and applies only to that operator. For all of them at once: email [email protected] with a solemn declaration signed through gov.gr; the HGC forwards it to every licence holder. There is no single, universal self-exclusion yet: the national register of excluded players (E.M.A.) is under development.
